Referee Training

Support the game of soccer by becoming a referee!  This is a rewarding way to participate and assist others to play this great game. Opportunities are available for referees beginning at age 13. The United States Soccer Federation (USSF) establishes the training standards for soccer referees in the US. The entry level for new Referees for 2020-2021 will be “Grassroots” (for Rec, Challenge, Travel and Adult Leagues). The former Referee Grades 9, 8 and 7 no longer exist.

To referee matches for SOCA you must successfully complete the training to become certified with USSF as a new Grassroots Referee.  Registration is at the State Referee Program website at  We will schedule New Referee certification clinics locally (see below) but more are also offered around the state.  To see all classes around the state, go to the State Referee Program website at and click on “BECOME A REFEREE” at the top of the page.  Note: clinics in Charlottesville, Augusta or Richmond will be listed on the state website in the CENTRAL area, while clinics in Orange will be listed in the NORTH area, and clinics in Roanoke or Lynchburg are in the WEST area.

ALL NEW REFEREE CLINICS require completion of online modules in advance of the in-person “classroom” and “field” clinic sessions. The online training for new youth referees takes about 5-1/2 hours and the in-person sessions take about 4 hours.  The online system has some deadlines.  If you are uncertain whether you can finish the online portion before the deadline, DO NOT PANIC.  Go ahead and register for the earliest classroom session that you can make.  If you have problems or questions, please contact me.

The new Grassroots Referee clinics planned for the Charlottesville area for fall of 2020 are still in the planning phase due to complications with the in-person sessions from COVID-19.

RECERTIFICATION: All existing USSF Referees are required to re-certify annually.  USSoccer has agreed that with no spring 2020 season, it will transfer everyone who had completed the 2020 requirements and “automatically” certify them for 2021.  If you have a 2020 badge, you will still need to recertify with the State before you can receive a 2021 badge and referee in calendar year 2021.   NOTE THAT FIFA HAS MADE CHANGES IN THE LAWS OF THE GAME WHICH HAVE BEEN IN EFFECT SINCE JULY
1, 2020!!!!!

The “local” referee recertification classes for FALL of 2020 (for 2021 badge) are expected to be posted on the State Referee website before the end of August.  For each date and time there will be THREE clinics scheduled.  Pick the one appropriate for you.  We expect the fall clinics to be 100% online.
